Uses for location:

• Must match GCC - e.g. STR

• Allow edits to found location - e.g. Elections, 311

• Allow manual entry for no location found - e.g. C2K

• Approx location ok - e.g. 311, quickmaps

When not to use

  • in C2K after their search fails I ask them to manually enter an address,

  • in 311 there is a checkbox to let them skip it

• How the manual address is entered - popup, new fields on the same UI

• How you want error messages to show up, I think 311 is better at this
