The order is Alert > Call-to-Action > Highlight on a page when all need to appear.
Alert is used to notify the public about a change or impact to a City service.
Call-to-Action can be used when the goal of a page is to have the user complete a specific action or transaction.
Highlight is used for priority information that relates to City programs, services, initiatives and events.
