Purpose of this criterion
To make it possible for users to navigate using an outline of the content/bookmarks in long documents
This is a conventional means of navigation that benefits all the users. It will also help users with cognitive disabilities to navigate through the document using hierarchical outlines.
How to Fix
- Option #1:
- Use headings and create a table of content in your authoring application (like MS Word)
- When exporting to PDF, remember to select the following options:
Enable Accessibility and Reflow with Tagged Adobe PDF
Convert Word Headings into Bookmark
- Option #2:
- View > Show/Hide > Navigation Panes > Bookmark
- Bookmarks Pane > Options icon (located at the top left corner of the docked pane) > New bookmarks from structure > Select your structure tag from the dialog box
