To keep up with the emerging GIS industry trends and remain in state of good repair, it is imperative that the Enterprise Geospatial Environment (EGE) is assessed and upgraded based on customer needs and technology advancements at a more frequent schedule.
The purpose of the ArcGIS client upgrade plan is to provide as much advance notice as possible regarding the environment and technology changes, and to help clients understand the required actions and implications of these changes.

Much of the work being done will not be initially visible to desktop GIS users. When configuration changes are required, we will provide communication on how to go about making those changes. The viewing environment will be upgraded to Esri Geodatabase 10.8.1 in Q2-Q3, 2023.Changes to GPA2
Esri has announced the deprecation of user schema geodatabases in Oracle*. ArcGIS 10.6.1 and ArcGIS Pro 2.1 are the last releases to support their creation. We are actively working on plans to move GPAG2 to a new Esri geodatabase model. No additional action is required for existing GPAG2 users at this point. GCCVIEW Life Cycle
Esri has announced that ArcMap 10.8.x series will be the final release series of ArcMap and will be supported until March 1st, 2026 as established in the ArcGIS Desktop Product Life Cycle.
Table 1 below summarizes the ArcGIS Product versions that are supported in the Enterprise Geospatial Environment (EGE) and their support timeline. The 'Retired' dates are per Esri's product life cycle and deprecation plan.

The GCC recommends upgrading to the following configurations to access GCCVIEW (IGEDMG2) and GPAG2. Both configurations can be installed simultaneously on users' PCs.

1 ArcMap & ArcCatalog require a 32-bit Oracle Client. ArcGIS Pro requires a 64-bit Oracle client.
2 Upgrading to a newer version of ArcGIS Pro is not supported by Esri while we are using Oracle 18c databases.
Required Actions for GCCView users
Upgrade license manager – Deadline: Dec 31st, 2023
If you are using the GCC license manager gccmslm.corp.toronto.ca, please skip this step.
If you are not using the GCC license manager, contact the administrator of your division's license manager to upgrade it to version v2021.1 or later.
Upgrade ArcGIS Software – Deadline: Dec 31st, 2023
If you are still on ArcGIS Desktop 10.6.1 or lower, submit a request to TSD Service Desk to upgrade to ArcGIS 10.8.2 and/or ArcGIS Pro 2.9.x. ArcGIS 10.6.1 MUST be upgraded before December 31st, 2023. After this date, ArcGIS 10.6.1 will not be supported.
Depreciation Notes
CITYPRJ and CITYGCS Database Schema
Since the announcement of the decommission of CITYPRJ and CITYGCS schemas in late 2019, the GCC has worked with many clients to migrate to the CITYMTM schema (NAD83 (CSRS) / MTM zone 10).
We are happy to announce that the decommission of the CITYPRJ and CITYGCS in GCCVIEW for desktop users has been completed as of October 1st, 2022. Further to this, map services that were published using the two legacy schemas will no longer be available. Please refer to the next few sections for more details on web service deprecation.
Legacy MTM and WEBM Web Services
As a follow-up to the deprecation of the two schemas at the database level, GCC is making similar changes to the web services that were published using these schemas. If you have any dependencies on legacy web services, please update your web maps or web applications to use the current URLs to avoid service disruption.
Legacy Dynamic Web Services
The GCC served two sets of dynamic web services (aka map services), one set with MTM as a suffix (e.g. cot_geospatial_mtm, Projection: NAD27 MTM) and another set with WEBM as a suffix (e.g. cot_geospatial_webm, Projection: Web Mercator Auxiliary Sphere). For example,

Legacy Basemaps
Similar to the web services, the GCC served two sets of basemap services (or basemaps), one set with MTM as a suffix (e.g. cot_basemap_mtm) to support NAD27 and another set with WEBM as a suffix (e.g. cot_basemap_webm) to support Web Mercator Auxiliary Sphere.
The GCC will remove all internal MTM and WEBM basemaps in the primary folder on March 31st, 2023, and externally (https://gis.toronto.ca) on May 31st, 2023.

The GCC continues to serve web services in Web Mercator Auxiliary Sphere web services, which are published from CITYMTM schema (NAD83 CSRS - MTM Zone 10).

Current Basemaps
The WEBM Basemaps have been moved to the basemap folder and the suffix (webm) on the basemap name has been dropped. For example, cot_ortho_webm has become cot_ortho.

FAQ
What to do if I am already on ArcGIS Pro 3.0
There's no need to downgrade unless you encounter a problem. However, there are a few things to be aware of when you are on ArcGIS Pro 3.0. Because ArcGIS Pro 3.0 is a major release, the files it saves may or may not work with the ArcGIS Pro 2.x series:
Projects and project templates saved using ArcGIS Pro 3.0 cannot be opened by ArcGIS Pro 2.x.
Project packages can be created in 3.0 and opened as a project in 2.x.
You cannot save a copy of an ArcGIS Pro 3.0 project that can be opened with any 2.x version of ArcGIS Pro. If a project is saved with a recent version of ArcGIS Pro, such as 2.9, it can be opened with previous versions of ArcGIS Pro 2.x, such as 2.0, but the project will be downgraded in a manner appropriate for the previous version.
If the current project was originally created with ArcGIS Pro 2.x, a warning appears before changes are saved in 3.0. If you proceed, the version of the project will be changed to 3.0, and ArcGIS Pro 2.x will not be able to open it. If the project is shared, consider using 2.x to save a backup copy of the 2.x project before opening and saving it in 3.0
Datasets created in 3.0 may not be compatible with earlier releases.

If you are on 18c or higher, there's no need to downgrade unless you encounter a problem.
Oracle client 21c is not officially supported by Esri. Please downgrade to a supported version if you encounter any problems.
