Audio
Audio can be linked to content but can cause browsers to slow down based on file size.
Ensure your audio files are high quality but no larger than 10MB.
Transcribe audio files to make them accessible and to increase search engine optimization.
Include closed captions and provide a transcript along with the audio link.
Only include audio if it supports and adds value to the content.
Videos
Videos posted on the City’s main YouTube or approved divisional channels can be embedded on a web page. Embedded video can be used to tell a story and significantly reduce the amount of text that is needed to explain a service. Provide captions that are synchronized with the video, and make sure the video has a transcript and closed captioning accessibility.
Only include video if it supports and adds value to the content.
All audio and video content should include volume controls and captions, and should be conveyed via supporting text.
PDFs
Generally, PDFs should be avoided when possible. If they are used, they must be fully accessible and should be tagged correctly to allow assistive technologies to present the content effectively. Images within a PDF should have alternative (Alt) text. A summary of the PDF's content, conclusions or recommendations should be provided as text on the page.
Downloadable Files
The maximum file size for uploading is 10 MB. If you must publish files larger than 10 MB, email digital@toronto.ca.
Where possible, content should be integrated on the page instead of uploading downloadable files. Critical information must be included on the web page where the file is linked.
Always provide a brief description of what the user is downloading in the text of the link to entice the web visitor to download the file.
All PDFs should open in a new browser tab.

Copyright rules apply to all web content, including photographs, videos, audio recordings, graphics and text. Only post content on toronto.ca that the City owns or has permission to use.
