Click + button at the very left blue stripbar. Or just press c. Make sure the selected project in the popup window is correct.
How to add users to your project?
Please note only the Project Lead can add uses to the project.
Click Project settings (last item of your left-hand side menu) → People → Add people (blue button at top right)
