2 Upgrading to a newer version of ArcGIS Pro is not supported by Esri while we are using Oracle 18c databases.

Upgrade license manager – Deadline: Dec 31st, 2023
If you are using the GCC license manager gccmslm.corp.toronto.ca, please skip this step.
If you are not using the GCC license manager, contact the administrator of your division's license manager to upgrade it to version v2021.1 or later.
Upgrade ArcGIS Software – Deadline: Dec 31st, 2023
If you are still on ArcGIS Desktop 10.6.1 or lower, submit a request to TSD Service Desk to upgrade to ArcGIS 10.8.2 and/or ArcGIS Pro 2.9.x. ArcGIS 10.6.1 MUST be upgraded before December 31st, 2023. After this date, ArcGIS 10.6.1 will not be supported.
